This deck was beyond repair, the decking and framing was too damaged to be used again. Ground level decks do not last long when they are built so close to the ground and the pressure treated decking expands over time. This closes the gaps between the boards and stops airflow from drying the frame and decking after it rains. When the airflow is cut off from underneath a deck, the frame and the decking starts rotting from the bottom up.
